This article presents the mode of relationship between rulers and the ruled as an essential category for evaluating the quality of state-society interaction, upon which consensus, legitimacy, and citizen adherence to the political system depend. The author differentiates between the notions of mode of relationship, socioeconomic model, and political system to support the idea that the mode of relationship can be transformed without distorting the philosophical and ideological foundations of a given society's political system. The author outlines the features that essentially define this relational bond. The article compares the mode of relationship in the cases of Soviet socialism, socialist Poland, China, Cuba, neoliberalism, and social democracy. The work concludes with a comparison between the mode of relationship in social democracy and that of empathetic governance
