Abstract

To date, no research has been conducted on the distribution of surplus land, however, there is abundant research on the use and tenure of land from the historical point of view, which is of utmost importance to understand the phenomenon. current. The country has a deficit trade balance in the import of food from agriculture, which means that the Salvadoran population feeds seventy percent with vegetables, cereals, fruits, vegetables and dairy products from abroad; To achieve food sovereignty, it is necessary to distribute the surplus of the 245 hectares, as stipulated in the Constitution of the Republic of El Salvador, so that distribution, not another failure, must be an element of public policy aimed at reactivating Salvadoran agriculture, likewise, taking into account the mistakes of the past. The country has around one hundred thousand hectares of surplus, which can be distributed among farm workers who are not owners of smallholdings, in addition to reactivating agriculture, unemployment and rural poverty are being fought. In order to carry out the research, historical archives, libraries, digital repositories, the Real Property and Mortgage Registry of the National Registry Center of El Salvador (CNR) were used.
