Abstract

The question of the orientation of research and the need to promote the production of knowledge so that it contributes to social ends is at the center of the political arena and in the spheres of scientific policy management. The concept that functions as the backbone of the science and technology draft is that of demand, conceived as a collective exercise of collaboration and agreement at the provincial level tending to the resolution of specific problems and the formulation of work agendas. In this paper we present an analysis whose main objective was to describe and problematize how local demands were surveyed in 4 (four) different provinces for the conformation of territorial agendas and which agents participated in this process. They were chosen intentionally in order to represent particular areas of the country, with the presence of differentiated science and technical institutions, as well as the highlighting of different resources belonging to each territory, these being: Santa Fe, Salta, Chubut and Chaco. The approach supposes a multiple case study that allows to account for how, each one of the cases, managed the planning dynamics for the survey required by the National Plan, accounting for two axes: first, the weight of the local institutions in the process and their relationship with various local agents and, secondly, the dialogue with the National State. The interviews with officials were carried out during 2020 and 2021 in a hybrid way and the compilation and analysis of the documents was during 2021
